EXECUTIVE BOARD MEETING
MINUTES
JUNE 29, 2007
SALINA CITY FIRE STATION #3
SALINA, KANSAS


Upon the conclusion of the Fire Service Alliance meeting President Chief Hudson called the meeting to order. Those present were Vice President Chief McLemore, Past President Chief Lloyd, Chief Klaus, Chief Smith and Secretary/Treasurer Chief Walker.

Those unable to attend were Chief Ellis, Chief Giles, Chief Davis and Chief Turner.
Guest present was Chief Gary Curmode, Pro Chief Association President.

Secretary/Treasurer Chief Walker submitted the minutes from April 18, 2007 meeting. Chief McLemore made a motion to approve the minutes of April 18, 2007 as submitted. Chief Smith seconded. After a brief discussion Chief McLemore made another motion to accept the minutes as amendment. Chief Lloyd seconded. Motion carried.

Treasurer Walker submitted the association financial report from April 17, 2007 through June 27, 2007.

Chief Lloyd made a motion to approve the Treasurers report as submitted. Chief McLemore seconded. Motion carried.

A discussion was held between the Executive Board and Chief Gary Curmode, President of the Kansas Pro Chief Association regarding the Fire Service Alliance meeting. The Discussion centered on the Fire Service Alliance Lobbyist (Pat Lehman) salary for 2007-2008. Several options were presented. No action will be taken until the next alliance meeting. Chief Curmode advised that he will share this information and options with his association. All the Executive Board members and Chief Curmode agreed that this was a great Alliance meeting with outstanding interaction between the KSAFC, KS Pro Chiefs and the KSAFF boards.

A brief discussion was held regarding the State EMS representative for the Fire Service. President Hudson advised that he will invite Chief Mike Ryan of Junction City to attend the Executive Board meeting to give an up date.

President Hudson called for Committee Reports.
Chief Lloyd reported on the Training Commission.

Chief Lloyd advised the board recommended the Training Commission meet with the KSAFC Board and/or the General membership at our annual conference in October.

The Fireman Fund Insurance paid for the KU new burn trailer. Chief Lloyd gave thanks to Glenn for a great job putting this together. The Training Commission voted to support the A.G. Regional Training Centers throughout the State of Kansas including the main center located in Salina, Kansas.

Chief McLemore reported on the Haz-mat committee.
Chief McLemore advised the board that apparently things are status quo with the State Fire Marshal task force, there is still no meeting that Chief McLemore is aware of.

Chief McLemore reported on the Memorial committee.
Approximately 2 weeks ago the committee selected 4 artists to present proposals. They will be paid $1,000.00 each for their proposal and a mock up. The committee will then go through the final selection process. The committee is getting great cooperation at the state level. The committee may have the mock up items for the KSAFC conference in October. As of last Monday the committee has approximately $18,000.00 for the project.

2007 Conference/Program Report- President Hudson

Chief Hudson will have Chief Davis email the Executive board an up-date on the 2007 conference.

Chief Lloyd advised that we need to get the flyer and registration form out to all Fire Departments because time is short. The Executive board directed Chief Walker to mail out the Keynote guest speaker information flyer and registration form to all fire departments in Kansas as soon as possible. A second follow-up mailing of the flyer would then be sent out shortly afterward. This action is to generate interest throughout the State for the Keynote speakers coming to the associations annual conferences.

The board discussed having the 2008 Keynote guest speaker flyers ready for distribution at the 2007 conference.

A discussion was held regarding the new KSAFC web site. Chief Walker advised the Board that as of to date the cost for setting up the new web site was at a total of $282.50 which was paid to Kenda Rose of Rose Business Solutions. Chief Walker presented the board with a written contract from Rose Business Solutions for continuing as web master for the association at a rate of $10.00 per hour. Chief Lloyd made a motion to have President Hudson and Secretary/Treasurer Walker review the contract and in the best interest of the association sign the contract as submitted. Chief McLemore seconded. Motion carried.
Chief Walker discussed advertising opportunities on the web site and presented the Executive board a recommendation of charging for 3 sizes of ads for 3 different lengths of time to advertise.
#1. 3 months for $45.00
#2. 6 months for $80.00
#3. 12 months for $120.00

Chief McLemore made a motion to accept the fee structure of 3 months for $45.00, 6 months for $80.00 and 12 months for $120.00. Motion seconded. Motion carried.

A brief discussion was held regarding the art work on the association logo. Chief Lloyd made a motion to purchase the art work from Symbol Art work Inc. not to exceed $150.00. Motion seconded. Motion carried.

Secretary Chief Walker distributed copies of the associations’ associate, sustaining membership database report and reported there was currently only 1 vendor as a member. Chief Lloyd suggested offering each vendor a 1 year free membership to the association when they reserve booth space. The Executive board agreed to do this.

Secretary Walker discussed the associations’ current financial report and the annual audit procedures. Secretary Walker suggested the board explore the possibility of an annual audit preformed by a CPA who would submit the audit report to the General Members at the conference another option would be to have a CPA examine the financial records of the Secretary/Treasurer upon ending their term of office. The incoming Secretary/Treasurer would then have a certified record, a clean slate and the peace of mind the financials were in order.
After a discussion period it was determined either option would require a by-laws change. President Hudson advised the Executive Board that he was very satisfied with the current system, but would give some thought on just which way to approach the options. The board agreed and no action was taken.

New Business:

The members of the Executive Board will meet with the Fire Service Alliance again on August 3, 2007 in Hays, Kansas.

The next Executive Board meeting will meet on August 15, 2007 in Great Bend, Kansas at the 2007 Conference Motel at 1:00 p.m.

A motion was made to adjourn. Motion was seconded and carried.
